Väljarna, partierna och medierna

Idag är det exakt sex månader till valdagen, vilket kan vara ett lämpligt tillfälle att lyfta fram den bok som jag och Lars Nord redigerade och som handlar om valet 2006. Boken heter Väljarna, partierna och medierna. En studie av politisk kommunikation i valrörelsen 2006, och publicerades av SNS Förlag i höstas.

Tanken med boken är att rikta forskningens fokus mot själva valrörelsen och de kommunikativa processerna fram till valdagen. Medan det finns en stark tradition av valforskning i Sverige, behöver valrörelseforskningen stärkas. Det behövs också mer forskning kring det kommunikativa samspelet mellan politiska partier, medier och medborgare.

Positiv recension av ”Communicating Politics”

I det senaste numret av European Journal of Communication recenserar James Stanyer, Loughborough University, boken Communicating Politics. Political Communication in the Nordic Countries (Nordicom, 2008), redigerad av Toril Aalberg, Mark Ørsten och mig själv. Det var trevlig läsning ;-). Hela recensionen återfinns nedan.

In a field largely dominated by US scholarship, political communication research in the Nordic countries has often been overlooked. Communicating Politics seeks to address this shortcoming not only by publicizing the latest Scandinavian research but also challenging some assumptions about Nordic democracies, principally their categorization by Hallin and Mancini as indistinguishable examples of democratic corporatism. The editors rightly observe that while Scandinavian countries share similar traits there are significant differences which deserve to be explored in detail.

With the aim of avoiding naive generalizations, the book provides a comparative examination of the political communication systems of the five main Nordic states. The collection is organized in two parts. Part 1 provides background on Denmark, Finland, Iceland, Norway and Sweden, assessing the extent to which the elements of the democratic corporatist model are present. The chapters reveal that unifying features are not as apparent as they maybe were, political parallelism is certainly weaker, press circulation is declining in some countries and state intervention in the media system varies considerably between states, with some countries even exhibiting features of Hallin and Mancini’s liberal model. In all, the authors in Part 1 should be congratulated on their succinct yet informative chapters on the political and media systems of the various countries. These provide useful background detail.

Unlike Part 1, there is no single underlying theme unifying Part 2, which was the product of a call for contributions by the editors. The eight chapters, though, reveal a
conceptual richness and a healthy diversity of methodological perspectives in Nordic communication scholarship. For example, in addition to straight empirical analyses,
some of the chapters employ discourse and semiotic analysis which adds to the book’s strengths. Although there is no formal grouping of chapters, certain clusters emerge; for instance, quite a few focus on election campaign coverage in traditional and new media. Carlson and Strandberg’s study examines the evolution of Finnish party/candidate websites and questions of information inequality. On the one hand, the research identifies continuing gaps over time between the sites of the candidates of the major parties and the rest but also finds shrinking gaps between male and female candidates’ websites or those of old and young candidates. Johansson’s chapter looks at news coverage over nine Swedish election campaigns. It reveals there has been a movement towards what he terms a popularization of news with leaders having a higher profile in contemporary campaigns than in the past on both commercial and public service outlets. Andersson’s chapter, which draws on the findings of a research project on Swedish media coverage of European Union parliamentary elections, finds that few people watch coverage, most are disengaged from the campaign and those who do vote do so either along party lines or for an appropriate national ambassador. He suggests that the problem lies not with the voter but with political parties and the media’s inability to communicate the relevance of the contest in a rational manner. Kjeldsen’s chapter, and that by Have and Waade, although focused on elections, depart from the standard empirical examination. Kjeldsen uses the visual topoi of Danish printed political adverts to probe the changing ways that political parties in Danish elections seek to elicit a response from voters. Have and Waade’s study examines the emotional strategies used by two leading Danish politicians through exploring aestheticization in two political documentaries.

The remaining chapters are focused on broader contextual issues, such as public relations strategies, regulatory frameworks and changing journalistic regimes. Ihlen and
Allern, drawing on three case studies, examine the struggle between political advocates and media professionals to shape media frames in Norway. The chapter finds that success often depends on the frame sponsor’s ability to cater for media needs and blend issue-specific frames with generic news frames. Also in Norway, Thorbjornsrud examines the lack of regulation of campaign coverage and the way this shapes source media relations. The chapter shows how low levels of regulation allow national broadcasters to make significant ratings-driven interventions in campaigns to the potential detriment of political advocates. Djerf-Pierre and Weibull present the results from a project on changing Swedish broadcast journalism. The chapter identifies four phases each with specific genres or modes of political representation – what the authors term regimes. The chapter shows how Swedish journalism has not been a linear development, but more a case of regimes disappearing and reappearing. For example, the pursuit of the audience not only characterizes contemporary political communication but also that of the 1950s. Although there is no overall theme, there are several subthemes that run throughout the second section. One key one, which unites most chapters, is change, with each chapter endeavouring to question taken-for-granted assumptions and empirically document the transitions in political communication that have taken place. It is perhaps a subtheme that could have been made more of throughout the collection and especially in the conclusion.

In sum, this collection represents a clearly organized response to Hallin and Mancini’s model at the same time as throwing light on Nordic political communication scholarship for a global audience. It is well crafted, avoiding the sins of less structured offerings and it succeeds in addressing its aims. This reader certainly felt more knowledgeable about the national political communications systems of the various Scandinavian countries and better informed as to some of the latest scholastic developments in this region of the world.

Dag 7: Målgruppsinriktade påtryckningar

Den sjunde dagen av ”Final March for Reform” satsar Demokraterna ytterligare på att mobilisera människor att utöva påtryckningar på ”sina” politiker för att de ska rösta ja till förslaget till ny sjukvårdsreform. Skillnaden den här dagen är att precisionen i påtryckningarna är högre än tidigare dagar. Nu handlar det om att mobilisera människor för att trycka på särskilt sårbara politiker i olika ”swing districts”, det vill säga valdistrikt där valutgången var mycket jämn vid förra valet.

De som bor i Gainesville, Florida, uppmanas därför att fokusera ansträngningarna på att påverka en kongressledamot i Louisiana, Republikanen Joseph Cao. Av mailet nedan framgår mer exakt vad Demokraternas anhängare uppmanas göra. Återigen är det ett intressant exempel på hur man lägger upp kampanjerna, bland annat på användandet av sociala medier, hur fokuserade kommunikationsinsatserna är, hur man försöker underlätta för människor att engagera sig, och hur man försöker skrämma individuella politiker att rösta på ett visst sätt om de vill bli återvalda vid nästa val. Det är också ett intressant exempel på hur påtryckningarna riktas mot enskilda politiker snarare än partierna.

But it’s not too late for him to put average Americans and the middle class ahead of corporate and special interests.

The next make-or-break vote on reform is just a few days away, it’s expected to be extremely close, and Rep. Cao could be critical. So for Day 7 of the Final March for Reform, our plan is to reach out to voters in his district and ask them to call their representative to speak out for reform.

Dag 6: Dags för brevskrivarkampanj

Under helgen handlade Demokraternas ”Final March for Reform” framförallt om att mobilisera människor att samlas för att via telefon utöva påtryckningar på deras representanter i Representanthuset att rösta för förslaget till sjukvårdsreform. Nästa steg går också ut på att utöva påtryckningar på utvalda ledamöter i Representanthuset, fast den här gången via brev. Det framgår av kampanjbrevet nedan.

För just Gainesville (som jag ”tillhör”) är målet att 336 brev ska skrivas till Cliff Stearns, representanten från ”mitt” valdistrikt. Sympatisörerna uppmanas att använda en särskild webbsida för att skriva sina brev. Den ”mall” som finns där gör det enklare för vem som helst att skriva ett påtryckarbrev, samtidigt som det finns utrymme för att göra sitt eget påtryckarbrev mer personligt. Det illustrerar hur man kan använda webb-baserad teknik för en kombination av personliga och samtidigt massifierade påtryckningar. Som kampanjtaktik är det mycket intressant.

Kritiskt läge för nyhetsmedierna

Nu har PEW Project for Excellence in Journalism släppt årets State of the News Media, vilket sannolikt är den mest omfattande och heltäckande årliga rapporten om de amerikanska nyhetsmedierna och hur de och deras situation utvecklas.

Precis som föregående år visar rapporten en rad dystra trender för nyhetsmedierna, där sjunkande publiksiffror och därmed sjunkande annonsintäkter är de två främsta problemen, som i sin tur leder till en rad andra problem för nyhetsmedierna. I en mening visar rapporten att samtidigt som det finns fler medier än någonsin förr, är hoten mot journalistiken kanske större än någonsin. Ett tydligt tecken på det är att nyhetsmedierna har fortsatt skära ner på de redaktionella resurserna; sedan 2001 har cirka en tredjedel av alla redaktionellt anställda på amerikanska tidningar fått gå:

Newspaper staffs continued to shrink in 2009. We estimate with colleague Rick Edmonds that by year’s end 5,900 more full-time newsroom jobs were lost, disproportionately at larger papers, on top of a similar number in 2008. Roughly a third of the newsroom jobs in American newspapers in 2001 are now gone, and those cuts come particularly in specialty beats like science and the arts, suburban government and statehouse coverage.

In network television, the roster of journalists also continues to shrink. ABC News instituted three sets of cuts in the past year, NBC reportedly two, and CBS announced a big round in early 2010. We estimate that network news staffs had already been cut by roughly half from their peak in the 1980s.

Ny Sifo-mätning

Idag publiceras den senaste Sifo-mätningen i Svenska Dagbladet. Den viktigaste nyheten är en icke-nyhet: inte någon av förändringarna sedan februari är statistiskt säkerställda. Det förhindrar inte tidningen från att publicera en förhållandevis lång artikel där resultaten analyseras. Det förhindrar inte heller tidningen från att spekulera om orsaker till opinionsläget. Bland annat konstaterar journalisten Fredrik Mellgren att siffrorna för socialdemokraterna är ”usla” i Malmö, och att ”En förklaring kan vara turerna kring kommunalrådet Ilmar Reepalus uttalande om judar och hatbrott”.

Det är möjligt att det är en del av förklaringen, men det är också fullt möjligt att det inte finns något som helst samband. Utifrån enskilda opinionsmätningar av det slag som regelmässigt publiceras i svenska tidningar går det inte att dra några som helst säkra slutsatser om orsaker till opinionsläget eller opinionsförändringar. Alltså är det bara en spekulation.

Att spekulationer kring möjliga förklaringar till opinionsläget eller opinionsförändringar publiceras när opinionsmätningar presenteras är mer regel än undantag. Det gör att man kanske inte tänker särskilt mycket på det, men det gör det inte till ett mindre problem.

Dag 3-5 av ”Final March for Reform”

Efter de två första dagarnas mobilisering och aktiviteter inom ramen för ”Final March for Reform” – Obamas och Demokraternas kampanj för att få igenom förslaget till sjukvårdsreform – är det nu dags för nästa steg. Huvudsakligen handlar kampanjaktiviteterna idag och de närmaste dagarna om en telefonkampanj, där sympatisörer samlas för att tillsammans ringa runt och mobilisera andra att engagera sig och ringa ”sina” politiker. Nedan följer det senaste mailet som jag fått inom ramen för denna kampanj; ett intressant fall att studera om man är intresserad av politiska kampanjstrategier- och tekniker.

Dag 2 av ”Final March for Reform”

Idag är det andra dagen av Obama’s och Demokraternas ”Final March for Reform”, och precis som igår uppmanas anhängare och sympatisörer att engagera sig. Vad anhängarna framförallt uppmanas till att göra är att kontakta ”sin” ledamot i representanthuset och uppmana dem att rösta för förslaget till sjukvårdsreform.

Som framgår av mailet nedan är uppmaningen till anhängarna personaliserad: via sina väljardatabaser vet Demokraterna vem som är representant för väljarnas olika distrikt, och strategin går ut på att skapa ett tryck på ledamöterna i representanthuset från deras egna väljardistrikt. I mailet ingår också information om hur ”min” ledamot i representanthuset har röstat tidigare. På detta sätt sprider Demokraterna information som är relevant i sjukvårdsfrågan samtidigt som de ger sina anhängare verktygen att skapa ett tryck på motståndarna. Det bör också noteras att mailet innehåller länkar så att anhängarna kan rapportera om de har ringt ”sin” representant: därmed har Demokraterna byggt in redskap för feedback och utvärdering av kommunikationsinsatserna.

Strategiskt är det mycket smart: tekniskt är det mycket sofistikerat; och det illustrerar att den främsta politiska betydelsen av Internet och sociala medier ligger i att aktivera och mobilisera anhängarna samt i mekanismer för feedback.
